Michael J. Costa
Principal
As our newest team member, Mr. Costa has spent his career in the property tax industry in North Texas since 1973. With much of his 35 years in the industry spent at the Dallas Central Appraisal District, Mr. Costa brings a deep understanding of their ideology, and a wealth of experience to Strategic clients.
ExperiencePrior to joining Strategic, Mr. Costa was Vice President with First American Commercial Real Estate Services, Inc., located in their Irving office. His primary responsibilities centered around assessment, valuation and budgtary issues, as well as annual appeals for his clients.
Before his assocation with First American, Mr. Costa spent 15 years in the Dallas Central Appraisal District as Sr. Staff Appraiser responsible for mass land appraisals. Also serving in supervisory positions with DCAD, Mr. Costa managed Business Personal Property and Commercial Properties at the DCAD, and acted as Residential Coordinator handling all Residential Supervisors in DCAD.
Carryng out significant negotiations with property tax consultants and taxpayers, and providing testimony at appraisal review board hearings, as well as being called upon as an expert witness in litigation for residential and commercial properties, Mr. Costa has also taught the Registered Professional Appraiser (RPA) courses for registrants within DCAD and other jurisdictions.
Strategic also benefits from Mr. Costa's experience with the Texas Appraisal Service in Garland and the various taxing jurisdictions in the area, where he performed a myriad of duties, as well as his experience in the military, serving in the Army and the Army Reserve until being honoralbly discharged.
EducationMr. Costa attended Texas Tech University and has an RPA and was recertified while employed by DCAD, and has completed the Society of Real Estate Appraiser Courses, 101, 102, 201, 202.
